Hmmm...as I recall, Putin has claimed the entire North Pole as Russian territory.
Well, if that's all it takes, then perhaps President Obama can sign an Executive Order that claims Russia as United States territory, have the Senate and Hous of Representatives confirm the Order, and then begin to move in...and, just to make it legal, offer to provide transportation to Russia for all of the Hispanic illegal immigrants who would like to go there...after all, Russia is mostly empty...lots of room for Mexican Hat Dances...
